Designation: Executive DirectorNasir Ali holds a Masters and M. Phil degree in Political studies from Jawaharlal Nehru University, New Delhi with more than two decades of experience in managing and executing development programmes in various capacities. He has expertise in project design and implementation; results-based management; monitoring and evaluation; research and research programme management; training and the communication of research outputs. Mr. Ali has executed projects supported by UNWFP, UNICEF, UNFPA, DFID, IFAD, World Bank, WHO, Plan International, Miserior, Concern Worldwide, Oxfam and many Govt. Ministries & Departments. He was directly associated with policy research and advocacy activities for last ten years as part of his assignment in NIAHARD, OSCARD, CUSIP, IPD, CYSD and CTRAN Consulting. He has rich experience of multi-stakeholder dialogues involving parliamentarians, Legislators, PRIs, Administrators, Civil Society actors, Donors and Community based institutions. He has sound experience in handling Advocacy Projects, including proposal development and documentation. During his stint with CYSD, NIAHARD, OSCARD and CUSIP he has managed NGO partnerships. Tech from Kharagpur University with over two decades of experience in social development sector. He is associated with participatory research, training, planning and evaluation undertaken by the organization. He has made rich contribution in projects targeting tribal communities and other vulnerable groups supported by OVHA, VHAI and UNICEF. Mr. Mohanty led the district planning team at Bargarh district for preparation of Annual Plan 2012-13 and Five Year Perspective Plan 2012-17. Designation: Rural Development SpecialistMr Ray holds master degree in agriculture and extension education. He has been associated with baseline surveys, project planning, monitoring and evaluation activities. He possesses excellent participatory research skills. He has long years of field exposure and association with development initiatives in agriculture and allied sectors. Besides, he has worked in sectors like micro irrigation, promotion of livelihoods clusters, agri-horti processing, market led extension along with value chain and value addition interventions. Designation: Social Development SpecialistMr. Sethi is a Master of Arts in Anthropology in Second Division from Utkal University in the year of 1997. He has over 10 years of experience in development sector (Participatory planning, Good Governance, Water and Sanitation, Micro Finance, and Primary Education). He has expertise in areas of Programme planning Participatory Rural Appraisal, Resource mapping and Stakeholder Consultations. He is having good experience of working with government, PRIs, CBOs and resource agencies. Designation: Rural Development SpecialistMs Naz holds a MBA degree in Rural Development with more than three years of experience in managing and executing development programmes in various capacities with special reference to empowerment of women and development of Children. She has expertise in project planning and implementation; results-based management; monitoring and evaluation; research and research programme management; training and the communication of research outputs. Her core areas of interest include Gender, Primary Education, Poverty eradication and Good Governance leading to Human Development. She has been associated with projects supported by UNICEF, ADB and Govt. Ministries & Departments. Designation: Training SpecialistMs Mishra is a post graduate in Rural Development with a LLB degree. She has 14 years of experience in rural sector with specialization in capacity building sector. She has expertise in participatory field research, stakeholder consultations, micro planning and thematic interactions with officials, PRI members, CBO leaders and other development practitioners. Besides, water and sanitation, she also has worked in areas like community health, elementary education and livelihoods programmes. She has also expertise in Monitoring and Evaluation, Promotion of group action among rural population, development of plans, institution building and strengthening exercises. Designation: IEC & Training SpecialistMr Beura is a post graduate in Public Administration and Master of Social Work. He has served in assignments related to development of IEC packages, training materials and various communication products. He worked as a team leader in HIV/AIDS projects supported by Odisha State AIDS Cell. He also coordinated implementation of PACS and UNICEF supported mother and child health initiatives in Jharsuguda district. With multi-disciplinary exposure; Mr Beura has handled several consulting assignments in areas of health, education, women development and sustainable livelihoods supported by Ministry of HRD, CAPART, D C H, Ministry of health and family welfare, (RCH, HIV/AIDS), Centre for people’s forestry (CPF) , IGSS: Food security program, W F P, World Bank: ADB road project, OCTMP, DFID: P ACS and UNICEF: Project Surakhya. He has about 15 years of experience in planning and implementing corporate social responsibility (CSR) projects related to integrated community development. At LAVS, he is organizing consultations, training and workshops on issues related to legal literacy, forest rights, gender equity, child rights, Legal Aid and other entitlements under various government schemes and programmes. Mr. Sahoo is B.Sc. Engineering (Civil). He is a member of Indian Road Congress and Odisha Engineering Service Association. He retired from the post of Chief Engineer after 35 years in Govt. Service with extensive exposure in the field of Planning, Design, Execution and Monitoring of civil Engineering road and bridge Project, Procurement, planning including assessment of items to be procured, budgeting and bidding strategy, notification and Advertising ,pre-qualification of bidders, bid documents preparation, including finalization of specifications, arranging bid conferences, bid evaluation, arranging bid for technical and commercial responsiveness, contract awards, contract administrations including supply/asset management, financial management, processing and execution of Road and Bridge Projects. Experience: Design experience includes collection of data. road inventory and condition survey, traffic and topographic surveys, design of highway geometrics for all terrain conditions using IRC standards, preparation of detailed engineering drawings, estimation of quantities, preparation of detailed project report and bid documents for several Feasibility Study and Detailed Engineering Projects . Construction Supervision responsibilities includes setting out of works, making necessary changes to alignment and design, preparation of working drawings, preparation and checking contractor’s Interim Payment Certificates, preparing Monthly Progress Reports, monitoring and ensuring progress of works as per specifications and appropriate methodology . Mr. is B. E. (Civil). He is a Life Fellow of Institute of Engineers, India and Life Member of India Road Congress. He retired from the post of Chief Engineer from Govt. Service. In service experience includes road design, construction, traffic engineering, road safety auditing, road safety inspection and maintenance works as the Chief Engineer of National Highways and Chief Engineer and Managing Director, Odisha Bridge and Constructions Corporation, Govt. of Odisha for a period of 3 years. The job responsibilities included ensuring Road Safety Audit, road design, road safety inspection and evaluation and monitoring of various road/bridge projects. He was directly associated with monitoring, inspection and review of progress of rural road works under PMGSY while working as State Quality Monitor (PMGSY), a Asian Development of Bank funded project. The assignment included monitoring construction activities, accounts as well as Road Safety Audit of the PMGSY roads of Odisha. Mr. Aich holds M. Sc (Ag.) degree in Soil & Water Conservation. He has vast experience of planning and implementation of agriculture, horticulture and soil conservation activities. He has quality experience in Decentralized Planning, Area development planning, Watershed Management and implementation of poverty eradication programmes. He has worked in senior positions of the agriculture department and managed several externally aided projects in poor and backward districts. He extended technical support for preparation of Five year Perspective District Plan (2012-2017) and Annual Plan 2012-13 of Bargarh District. Mr. Shukla is a noted hydrologist in the state. He has been awarded Ph.D in hydrogeology from Utkal University, Bhubaneswar, Odisha for the thesis “Geological and Hydrogeological Evaluation of the Coastal Aquifers of Odisha with Special Reference to the Northern part of Mahanadi Delta”. He has extensive experience in Rural Water Supply & Sanitation sectors. He worked as head of the Hydro geological Investigation Unit, Odisha; Supervised work of ten Geologists and Geophysicists; responsible for the Source finding of the Rural Drinking Water Supply Schemes throughout the state; In charge of computerized water data bank; provided Technical support to the field functionaries in source development, groundwater recharge, groundwater quality monitoring and remediation and Training to field engineers. Sasanka Lenka is a Post Graduate in Agriculture, P.G. Diploma in Rural Development and is currently pursuing his MBA in Agri-business Management from Ahmadabad. He has NET (National Eligibility Test-ICAR-NEW Delhi) qualified and has about 11 years of diversified experience in Govt. and Non-Govt. organizations. Dr.Jagadish Behera is a Dedicated Healthcare Professional (Physician) skilled in both Patient Care (OPD, IPD, Emergency Casualty & Semi ICU) and Project Management (Clinical & Administrative).
