The SHG movement in Odisha has become synonymous with economic empowerment of women. While NGOs initiated it in mid eighties, realizing its potential the central government has endorsed it as a framework for women development and household poverty elimination since nineties. In Odisha too, the state government has created a special cell on 8th march 2001 on the occasion of International Women’s Day in the Women and Child Development Department in the name of MISSION SHAKTI to give a boost to SHG movement in the state. LAVS has taken a proactive approach in spreading financial inclusion and empowerment of women through WSHGs and their federations.  A number of enabling activities has been taken up to strengthen, institutionalize and introduce WSHGs to various remunerative micro enterprises.
Rural Financial Services:
SHG promotion as micro level village institution has been a priority of the programme. This not only organizes the tribal women but also provide a platform to share their experience and best practices. Besides, the program emphasizes to scale up livelihoods intervention through these women SHGs. RFS primarily aim to ensure timely availability of credit at the village level. The fund available under this component is utilized in two categories; first - provide as seed capital and second as revolving fund support. Focus has been made to strengthen the SHG promotion issues along with strengthening the capacities of SHG members on record keeping and maintenance of accounts.
