Outcome Assessment of UNDP supported CBNRM Project

Community Based Natural Resource Management, an UNDP funded project implemented in Odisha during 2008-11 aimed at “empowering the poor and marginalized, who are dependent of natural resources and elements of biodiversity, and conserving natural resources and biodiversity through the participatory management and decentralization of governance”. The Regional Plant Resource Centre (RPRC), Bhubaneswar, was the coordinating and implementing agency. LAVS was engaged by RPRC to assess the project outputs and prepare the outcome report.

The outcome evaluation exercise has indicated the realization of objectives of the project to a large extent. While timber smuggling has been curbed with community support, with a number of new livelihoods opportunities created by the project, incidence of community conflict with forest laws came down drastically.
The communities today are active partners in conservation efforts and look at forest department not as a threat but as a partner in the path of progress. The project achievements need to be appreciated further since the targeted villages
located in very remote and interior areas could benefit from the interventions improving their knowledge, skills and quality of life.
